SAPROF 

The "Special Assistance for Project Formation (SAPROF)" is a project requested by the Japan Bank for International Cooperation (JBIC) regarding the feasibility study on the Piata Victoriei-Otopeni Metro Line. This is the Preliminary Study who will establish if the new metro line will be constructed using the JBIC loan. Seneca had the following tasks:

• Confirmation/recommendation of implementing body (for project implementation and operation/maintenance) and system (including technical support) for the city of Bucharest;
• Advice on mechanism for returning the development profit and offsetting the cost (considering suburban development plan in northern Bucharest and increase in demand)
