David Soule

Mr. Soule joined Seneca in 1997, and is the lead partner for the firm's international clients involved in rail restructuring and is Administrator of Seneca Group International. Prior to joining the firm, he served as Executive Vice President, Chief Operating Officer, and Director of Delaware Otsego, Corporation (DOC), owner and operator of regional railroad properties in the United States. Mr. Soule has served as the Project Director for the railway-restructuring effort in Romania that has been funded by the World Bank, European Bank for Reconstruction and Development, and other international institutions.  This project is widely considered to be the most advanced restructuring project in Eastern Europe. He has led the effort to re-organize the railway, dispose of excess assets and develop a comprehensive privatization plan for the railway and potential spin-offs.  He has also served as project manager for Bucharest city transit reform program to conduct an operational analysis of the bus/trolley/tram system
