Business Case for European Rail Traffic Management System (ERTMS)-Compatible Signalling in Romania (2004)

Seneca performed a project to study the economic and technical feasibility of implementing certain satellite-based railway control system technologies on the Romanian Railways. This project included the following tasks.

  • Analysis of corridor infrastructure, operations, detailed track data, and suitable rolling stock
  • EU Approval process identification
  • Evaluation of domestic and international regulatory issues, and the necessary changes in the needed to implement the technology
  • Evaluation of the existing CFR business structure and operations efficiency, evaluation of the business model for a pilot project implementing the new technology including revenue sources, cost elements and financing to support development of a business case for the proposed approach.
  • Operation modelling with cost/benefits analysis over a 20 year time period
