Main City Railway Stations Enhancement Project/ Preparation of the Property Management Plan for CFR, SA (2004)
CFR, SA is the Romanian government-owned railroad infrastructure
company. This project, financed by the European Bank for Reconstruction
and Development, focused on the Patrimony assets and operations of the
company. A review of the current station and property management
policies and procedures at CFR, SA was conducted, to include
development of stations, vacant land, abandoned rail and industrial
facilities, leased property and properties not associated with core
business operations. These policies and procedures were then compared
with those at European and U.S. railways that were chosen in
consultation with the Client, and a comparative analysis done. A
particular focus was placed on policies for commercial development of
major rail passenger stations. An assessment and review of CFR's use of
information technology for property management was conducted. Strengths
and weaknesses were identified and recommendations made for aligning
business processes with ongoing implementation of enterprise IT
systems. The inventory of properties and patrimony assets was evaluated
and recommendations were made for prioritizing properties by potential
profitability and develop ability, as well as categorizing those
properties to be disposed of and the best methodology for doing so.
Recommendations were made for restructuring property management
practices to maximize revenue and Seneca worked with CFR management to
produce development scenarios and models for a wide variety of
properties, with a focus on profitability, public-private partnerships,
EU requirements and minimization of the property management and
administration burden on CFR. Specific skillsets applied during this
project included:
